"Communication and coordination pose a risk to banks, especially when many of the deposits in the bank are uninsured," the academic paper says. "The amplification of bank run risk via Twitter conversations is a unique opportunity to observe communication and coordination that shapes a critically important economic outcome − distress in banks." One called it a "hysteria-induced bank run caused by VCs." "Open communication by depositors via social media increased the bank run risk for other banks that were ex ante exposed to such discussions in social media."

MEXICO CITY, Oct 26 (Reuters) - Bank of Mexico board member Gerardo Esquivel cautioned against increasing the monetary policy rate to "excessively" restrictive levels as the economy remains weak, saying the bank's current rate-hiking cycle could end with rates between 10%-10.25%. But he stressed that it was "important to start thinking about" what that level would be using the so-called ex ante real rate, defined as the difference between the nominal interest rate and expected inflation. His comments come after the minutes of Banxico's last monetary policy decision highlighted that further rate hikes were on the table. The minutes said the board would "assess the magnitude of the upward adjustments in the reference rate" in coming decisions. "We're already at a restrictive level that the Fed is clearly not at," he said.

Billionaire investor Bill Ackman floated a peace plan for Ukraine on Sunday. Like Elon Musk's controversial plan, Ackman's involves giving concessions to Russia. Ackman's ceasefire plan comes two weeks after Tesla CEO Elon Musk drew ire for tweeting out a peace proposal of his own that parroted Kremlin talking points. While Ackman's plan differs from Musk's, both billionaires have taken the position that Ukraine should take steps to secure a ceasefire and let Russia keep Crimea. Both Ackman and Musk also seem to agree that Ukraine should remain neutral, and not join NATO.

Oct 10 (Reuters) - The ongoing reform of EU fiscal rules could give governments more leeway in plans that combine debt cuts with investment and reforms, in exchange for greater accountability, the EU's Economic Commissioner Paolo Gentiloni said on Monday. Speaking to an insurance conference in Rome, Gentiloni said the European Commission would present proposals on how to reform the rules, called the Stability and Growth Pact, in October. Gentiloni said the medium-term plans could include pledges of investment and reform that are in line with the EU's and national goals, like in the plans each government had to prepare to get money from the EU post-pandemic recovery fund. "Reform and investment commitments could allow for a longer fiscal adjustment period," Gentiloni said, but added that in exchange for the bigger flexibility, governments would then be held accountable for the results. "A greater ex ante national ownership of the design of fiscal trajectories could be balanced by a stronger ex post enforcement at EU level," he said.
